President Bush appeared flummoxed by the possible repercussions of the California saga. These aides dream of having a Republican in the statehouse for Bush's reelection race next year, but spokeswoman Claire Buchan said, "The president believes that this is an issue for the people of California to decide."

Nevertheless, senior aides said they have not ruled out the possibility that Bush will campaign for Schwarzenegger later in the brief race. And they added they would not be surprised if Bush's father, former president George H.W. Bush, campaigns for the movie star -- repaying the support the actor gave Bush in his 1988 and 1992 campaigns. The elder Bush gave Schwarzenegger one of his few government credentials by naming him chairman of the President's Council on Physical Fitness, and a senior aide said the father remains fond of Schwarzenegger.
